Seqwater’s Wyaralong Water Treatment Plant: Registrations of Interest Released
Seqwater has released registrations of interest (ROIs) for the design, construction, operation and maintenance of the Wyaralong Water Treatment Plant. Located just north-west of Beaudesert, Wyaralong Dam is the newest dam in Southeast Queensland, completed in 2011.
The business case for this project outlines plans to build a new water treatment plant that will extract raw water from Cedar Grove Weir for direct integration into the SEQ Water Grid. This project marks the final phase of the Beaudesert Water Supply Upgrade and will enhance water supply resilience for Logan South, Beaudesert and surrounding communities.
Key aspects of the project include:
- Advanced Water Treatment Plant (WTP) with raw water intake and pump station
- 14km interconnector pipeline
- Injector pump station located at the pipeline’s northern end
The Wyaralong Water Treatment Plant will have a maximum production capacity of 120 ML/d, making it the largest WTP constructed by Seqwater.
Challenges and opportunities
The project faces several challenges, including:
- Raw water quality issues: Variable turbidity, manganese, iron concentrations, and dissolved organic carbon levels from upstream sources, which increase disinfection byproduct risks.
- Site constraints: Some infrastructure must remain operational, and parts of the site are subject to flooding (below the Q200 flood level), presenting difficulties for construction.
- Approvals and stakeholder management: Navigating regulatory approvals and stakeholder relationships.
- Optimised technology solutions: Implementing innovative solutions to address the site’s unique challenges.
Risk mitigation strategy
To reduce project risks, Seqwater has taken several steps:
- Constructing and operating a pilot water treatment plant to inform the final design.
- Engaging extensively with external stakeholders affected by the project.
- Identifying potential construction challenges and planning mitigation strategies, such as enabling works and utility impacts, managing land use (e.g., road reserves), and coordinating night works through wildlife corridors.
Procurement strategy
Seqwater’s procurement process includes:
- An open registration of interest (ROI), followed by an EOI for shortlisted registrants, leading to a dual Early Contractor Involvement (ECI) phase.
- The Operations & Maintenance (O&M) contract will be awarded alongside the Design & Construction (D&C) contract, with Seqwater noting the “Operator to be an influential member of the D&C team.”
The expected award date is December 2026.
